What New Jersey Radiology Billing Has to Account For

Four regulatory realities shape every New Jersey radiology claim, from the Medicare jurisdiction you bill to the Medicaid lineup that just changed.

Jurisdiction L Medicare Rules

Novitas Solutions administers Medicare Part A and B claims for Jurisdiction L, covering New Jersey, Pennsylvania, Maryland, Delaware, Washington D.C., and part of northern Virginia. Coverage determinations are set jurisdiction-wide, so a denial pattern surfacing in Pennsylvania can show up in Newark just as easily. We track Novitas’s specific LCDs and bulletins so New Jersey claims match the standard actually enforced.

A New Entrant in NJ FamilyCare

NJ FamilyCare’s Medicaid managed care lineup now runs five plans: Aetna Better Health of New Jersey, Fidelis Care, Horizon NJ Health, UnitedHealthcare Community Plan, and Wellpoint, formerly Amerigroup New Jersey. Fidelis Care is the newest entrant and covers only 19 of the state’s 21 counties, so a claim’s plan assignment now depends on getting both the rebrand and the coverage map right.

A Compact State Since 2022

New Jersey joined the Interstate Medical Licensure Compact under a law signed in January 2022, so an out-of-state radiologist can get a New Jersey license faster than in a non-compact state. Faster isn’t instant, though: the compact still requires a separate license and payer enrollment before claims can be billed under that radiologist’s NPI, so credentialing timelines still need to be built into coverage planning.

30/40-Day HCAPPA Rule

Under New Jersey’s Health Claims Authorization, Processing and Payment Act and N.J.A.C. 11:22-1.5, carriers must pay a clean electronic claim within 30 calendar days and a clean paper claim within 40, with simple interest of 10 percent a year accruing on anything paid late. We build New Jersey claims clean on the first pass so they clear inside that window instead of accruing interest against it.

Complete Radiology Revenue Cycle Management

Certified CIRCC and CPC coders handle every CPT code, modifier, and global billing rule specific to diagnostic and interventional radiology — maximizing reimbursement on every encounter across all modalities and payer types.

Where New Jersey Radiology Billing Breaks Down

A dominant insurer with real hospital-network leverage, a Medicaid lineup that just added a new plan, and compact licensing that still needs follow-through all add friction most billing teams aren’t built to absorb.

Before RBS

Claims caught in a payer-hospital network standoff

Jurisdiction L denials reworked from scratch every single time

A new Medicaid MCO's county map missed until claims deny

Compact licensing mistaken for coverage, stalling new claims

Clean claims quietly missing the state's 30/40-day deadline

After RBS

Eligibility tracked across all five NJ FamilyCare plans

Jurisdiction L appeals built on tracked Novitas coverage patterns

New MCO county coverage checked before the claim goes out

Compact licensing and payer enrollment tracked as two separate steps

Every clean claim timestamped and chased before its deadline passes

Precision RCM & Coding Built for Radiology

Generic billing is the fastest way to a denied radiology claim. RBS delivers specialty-specific revenue integrity built for imaging’s TC/PC splits and modifier rules, so you capture every dollar you’re owed.

Built for New Jersey's Dominant, High-Leverage Payer

Horizon Blue Cross Blue Shield of New Jersey covers nearly 1.6 million enrollees, about 4.6 times its nearest competitor, and it isn’t shy about using that leverage: a 2025 rate standoff nearly pushed 13 Hackensack Meridian Health hospitals out of network before a multi-year deal landed two months ahead of the deadline. A practice that can’t bill cleanly against Horizon is exposed on most of its commercial volume.

Frequently Asked Questions

What Medicare Administrative Contractor handles New Jersey radiology claims?

Novitas Solutions administers Medicare Part A and B claims for Jurisdiction L, which covers New Jersey along with Pennsylvania, Maryland, Delaware, Washington D.C., and part of northern Virginia. We track Novitas’s specific billing bulletins rather than generic national Medicare guidance.
NJ FamilyCare runs five plans: Aetna Better Health of New Jersey, Fidelis Care, Horizon NJ Health, UnitedHealthcare Community Plan, and Wellpoint, formerly Amerigroup New Jersey. Fidelis Care is the newest entrant and covers 19 of the state’s 21 counties rather than all of them.
No. New Jersey joined the Interstate Medical Licensure Compact under a law signed in January 2022, which speeds up getting a New Jersey medical license, but an out-of-state radiologist still needs that license and separate payer enrollment before claims can be billed under their NPI.
Horizon covers nearly 1.6 million New Jersey enrollees, far more than any other insurer in the state, and it has shown it will let hospital contracts lapse over rate disputes, as it nearly did with Hackensack Meridian Health in 2025. A practice exposed on Horizon claims is exposed on most of its commercial book.
Yes. When a dispute like the 2025 Horizon-Hackensack Meridian standoff puts a hospital’s in-network status at risk, we track which plans and facilities are affected so claims keep moving instead of denying outright while the two sides negotiate.
