Radiology Billing Built Around New Mexico's Realities

Jurisdiction H Medicare rules shared across seven South-Central states

Turquoise Care's 2024 relaunch added two new Medicaid MCOs

9 of the state's rural network hospitals run as critical access

Compact licensure signed in 2026, still new for credentialing teams

What New Mexico Radiology Billing Has to Account For

Four regulatory realities shape every New Mexico radiology claim, from the Medicare jurisdiction you bill to the Medicaid lineup that just changed.

Jurisdiction H Medicare Rules

Novitas Solutions administers Medicare Part A and B claims for Jurisdiction H, covering Arkansas, Colorado, Louisiana, Mississippi, New Mexico, Oklahoma, and Texas. Coverage determinations are set jurisdiction-wide, so a denial pattern surfacing in Texas can show up in Albuquerque just as easily. We track Novitas’s specific LCDs and bulletins so New Mexico claims match the standard actually enforced.

Turquoise Care Replaced Centennial Care

New Mexico Medicaid relaunched as Turquoise Care on July 1, 2024, replacing Centennial Care. Blue Cross Blue Shield of New Mexico and Presbyterian Health Plan continued, Molina Healthcare and UnitedHealthcare Community Plan joined as new entrants, and Western Sky Community Care lost its contract entirely. Getting a patient’s current plan assignment right matters more than it did before the relaunch.

A Brand-New Compact Member

New Mexico signed into the Interstate Medical Licensure Compact in February 2026, letting physicians licensed in states like Texas or Colorado fast-track a New Mexico license. The process is new enough that credentialing teams on both sides are still learning it: the compact speeds up licensure, but a separate payer enrollment is still required before claims can be billed under that radiologist’s NPI.

30/45-Day Prompt Pay Rule

Under NMSA 59A-16-21.1, health plans must pay clean electronic claims within 30 days and manual claims within 45, with interest of 1.5 percent a month on anything paid late. Pharmacy claims get an even tighter 14-day electronic window. We build New Mexico claims clean on the first pass so they clear inside that window instead of accruing interest against it.

Complete Radiology Revenue Cycle Management

Certified CIRCC and CPC coders handle every CPT code, modifier, and global billing rule specific to diagnostic and interventional radiology — maximizing reimbursement on every encounter across all modalities and payer types.

Where New Mexico Radiology Billing Breaks Down

A Medicaid lineup that just changed, compact licensing too new to have settled habits, and a small rural hospital network all add friction most billing teams aren’t built to absorb.

Before RBS

Claims still routed to a Medicaid plan that lost its contract

Jurisdiction H denials reworked from scratch every single time

New compact licensing mistaken for payer enrollment

Critical access hospital partners absorbing avoidable denials

Clean claims quietly missing the state's 30/45-day deadline

After RBS

Eligibility rebuilt around the current four-plan Turquoise Care lineup

Jurisdiction H appeals built on tracked Novitas coverage patterns

Compact licensing and payer enrollment tracked as two separate steps

Critical access hospital partners billing on margins that hold up

Every clean claim timestamped and chased before its deadline passes

Precision RCM & Coding Built for Radiology

Generic billing is the fastest way to a denied radiology claim. RBS delivers specialty-specific revenue integrity built for imaging’s TC/PC splits and modifier rules, so you capture every dollar you’re owed.

Wired Into Every System You Already Run

Your EHR, RIS, and PACS stay exactly as they are. We plug our coding workflow directly into what you already use — no migration, no new login for your radiologists, no disruption to how your team already works.

Built for New Mexico's Long-Standing Dominant Payer

Blue Cross Blue Shield of New Mexico has long been one of the state’s largest private insurers, and it carried that position straight through the Turquoise Care relaunch as one of the two continuing Medicaid MCOs. A practice that can’t bill cleanly against Blue Cross Blue Shield is exposed on a large share of its commercial and Medicaid volume alike. We build every claim to clear its requirements the first time.

Frequently Asked Questions

What Medicare Administrative Contractor handles New Mexico radiology claims?

Novitas Solutions administers Medicare Part A and B claims for Jurisdiction H, which covers New Mexico along with Arkansas, Colorado, Louisiana, Mississippi, Oklahoma, and Texas. We track Novitas’s specific billing bulletins rather than generic national Medicare guidance.
Turquoise Care runs four plans since its July 2024 launch: Blue Cross Blue Shield of New Mexico, Presbyterian Health Plan, Molina Healthcare, and UnitedHealthcare Community Plan. Western Sky Community Care, a plan under the prior Centennial Care program, is no longer part of the lineup.
No. New Mexico signed into the Interstate Medical Licensure Compact in February 2026, which speeds up getting a New Mexico medical license, but an out-of-state radiologist still needs that license and separate payer enrollment before claims can be billed under their NPI.
Nine of the eleven hospitals in the New Mexico Rural Hospital Network are federally designated critical access hospitals. That small network depends on clean, accurately paid radiology claims, with very little room for denials or slow appeals to go unchallenged.
Yes. Blue Cross Blue Shield of New Mexico is one of the state’s largest insurers across both commercial and Medicaid lines, so a large share of our clients’ claims run through it. We build claims to its specific requirements rather than treating it as a generic commercial payer.
